Apple payment can not download or uodate

billing issues about app promo screenshots taken are being disputed, and I am not able to use the App Store correctly. This must be resolved.

Why am I having a billing problem when I didn’t buy anything I can’t update my apps anymore or download anything, it keeps asking for a payment method and “none” only popped up once and it hasn’t since, Everytime I try it keeps going through the same cycle of having me log in with my Apple ID to billing info, but it only shows PayPal or card, it keeps saying there’s a issue with a transaction but I didn’t make any transaction.

App Store Payment Method Fails when I download a app from the Apple Store, after I sign in the payment method pops up. I already have payment method on file every payment method that I add fails and I do not understand why I cannot continue with adding the app that I’m downloading because the payment method fails. why is that and I have money on my card.
