Deleting folder with odd permissions from Trash Bin

Hello, I have run into a bizarre issue that I can't find a fix for anywhere online and have tried most methods so hoping someone has run into this too and found a solve!

My company uses LucidLink as a cloud server for project working files - I am in charge of media management and archiving this server. Once I have archived a project folder onto an external hard drive, I usually delete it from our server using Finder, and then permanently delete via Trash Bin.

For the last month, I have had two root folders that will NOT delete because of some weird permission in a single folder inside. When I try to Delete Immediately, I get the standard error: "The operation can’t be completed because some items had to be skipped. For each item, choose File > Get Info, make sure “Locked” is deselected, and then check the Sharing & Permissions section. When you are sure the items are unlocked and not designated as Read Only or No Access, try again."

Because of the server's system, I cannot Put Back from Trash Bin as the original location is gone. And if I try to Delete Immediately the individually affected folder, it has this error: "The operation can’t be completed because the item “04_Creative” is in use." Again, it can't be in use if it no longer exists.

I have manually changed the permissions to Read & Write on every folder while inside the Trash, and it still says it's Locked despite it never being Locked. I've even ticked/unticked the checkbox for Locked as a trial. Also can't seem to manually update in Terminal as it says there is no such file or directory.

I also found that anyone using our All-Access/Read & Write Admin server login now has these folders in their Trash Bin, so it's not just my one machine being affected.

Does anyone have a solve that doesn't include rebooting the entire MacOS?
