Incorrect charges for iCloud storage, is it a scam?
Was charged 12.99 when it was supposed to be 1.99 for iCloud account? Is this a scam????

What is the exact charge you see in your purchase History:
View your purchase history for the App Store and other Apple media services - Apple Support
You may also seeing another charge along with your iCloud account and that should be clear when viewing your Purchase History.
Also, what region are you in, there is only one region that has a 1.99 charge for iCloud, so if you are not in Bulgaria, you will want to make sure the charge is actually from Apple.
