My mother in law is trying to play back videos that I send her with HDR. They appear white washed and are not viewable. My question is, I know the iPad is not capable of recording in HDR, but shouldn’t it still be able to play a video back that has HDR or is this not correct? Is the only solution to get a newer iPad?

If it's the straight iPad (not Pro or mini), then no, I don't believe it's capable of playing HDR movies. The video formats it can play are listed in this technical specs document:
iPad (7th generation) - Technical Specifications - Apple Support
Scroll down to the TV and Video section.
A newer iPad is one solution, or you can just re-encode the videos in one of the list formats.

In chasing down links in an Apple article on HDR, it appears iPad HDR playback support did not appear until the iPad 10th Gen (standard model).
Thanks for the response, it does appear that I either need to change my video format playing from an external source or get a newer iPad as there is no way for iPad to adjust the video codec in real time.
Cannot playback videos with HDR on older iPad 7th gen.
