That's not normal. You're doing the finger pinch thing to zoom in? What happens if you double tap the picture?
Do you use iCloud Photos? If so, do you have "Optimize Storage" checked for Photos?
Can you edit the picture?
How about if you turn on Accessibly>Zoom? does that work?
Have you tried a forced restart?
