Apple has not announced any new phones at the time of this writing. You'll need to wait until next week for more information on that. Regardless of where you buy the phone, you will only have access to Apple Intelligence in the U.S. until Apple announces otherwise.
The other disadvantage to buying a phone in the U.S. is that you won't have a warranty in Europe. Should you need warranty services, you'll need to bring the phone back to the U.S. Also, for the most recent phones, Apple has been releasing eSIM only phones in the U.S.
Or should I just buy a Iphone 15 when the prices will drop even if I won't have the action and the capture button.
In the past, when Apple has released a new phone, they have dropped all of the models of the previous version except for the basic one. That would mean, theoretically, that Apple would only sell the iPhone 15 once the new phones are released. The iPhone 15 will never support Apple Intelligence regardless of where you buy it. You would need at least an iPhone 15 Pro. And they probably won't be available.
