I have a late 2013 iMac, and want to wipe and reset, i have erased the HD to APFS and now trying to install OS again.
I have used terminal to reset the Time to UTC via terminal.
Cannot get back the first page of the OS install as get the message 'the recovery server could not be contacted'
Any other ideas?

Thank you, I ended up on call with Apple support, and the fix for me was to do an internet recovery mode - by holding Option + CMD + R on restart.
This allowed it to upgrade to Catalina even though it was not giving me that option before i formatted the HHD

Another solution if you have another Mac would be to create a bootable key: Create a bootable installer for macOS - Apple Support.
