Apple watch is working, except for one irritating feature. The watch displays the normal face, with time. If i touch the watch face, it will show heart rate with history and local weather and entries in my Calendar. There are never any notifications for these. Other events that normally would have caused notifications will appear in the mix. The watch is Series 6. The phone is 8B, with IOS 16.7.10.

Those displays are likely triggered by complications you have set on your watch. Look for symbols in the four corners of the watch face. Anything other than the hour, minute, and second hand on a watch face is known as a “complication” (traditional watch industry terminology). If you touch one of those symbols it will bring up the display of that symbol.

I reset the watch with the crown and side button and it seems okay.
