My "Clean Up By" option under "View" is not clickable on iMac

My "Clean Up By" option under "View" is not clickable. How do I fix this? Thanks.

"as Icon" is the only view that allows the "Clean Up" option.

"as Columns" only allows you to select a "Sort By" option.

"Clean up" Function not working properly in MAC desktop Clean Up function not working properly since I updated to Sonoma for Mac Desktop. In the past, when I click "Clean up" It will snap my folders and files in place, without entirely changing their positions on Desktop. However, my issue now is that when I click "clean up" it snaps all the files to the right-hand side of the screen and arrange them in a weird way, similar to "Clean up by". Clean Up By only works if you click on the Desktop fortst & only affects what is on the Desktop...
