App specific passwords are used to log in to your iCloud account from non-Apple apps such as email clients. You don't need one and can't use one with the iCloud app for Windows as it comes from Apple directly.
If you need to access your email from a 3rd party email client like Outlook or Thunderbird, you can create an app-specific password from the https://appleid.apple.com website.
