Please my phone emails all show that message hasn’t been downloaded when I click on them and when I delete an email it will pop back up instead of deleting, I have restarted the phone several times but hasn’t been helpful. Please help.

There is a problem with your internet connection, or your email account is not set up correctly. If you have changed your email password recently that might be the reason.
Other possibilities are an incorrectly configured VPN; if you use VPN delete the VPN profile in Settings/General/VPN & Device Management/VPN. Don't just turn it off; delete the profile.
The next step is to go to Settings/Mail/Accounts, tap on the email account with the problem and delete it; then restart your phone, and go back to Settings/Mail/Accounts and add it back.
