Enabling 48 megapixels on iPhone Pro Max

Thus far, all my efforts to create a 48 megapixel image have failed. Despite working with various different settings, I have not been able to get a 48 megapixel image.

What enables of 48 megapixel image when using the Apple camera?

iPhone 15 Pro Max, iOS 17

Settings > Camera > Formats

Make sure High Efficiency is on. If it's off, turn on ProRAW & Resolution Control. Directly beneath that, tap Pro Default. Tap ProRAW Max (up to 48 MP).

Done in Settings.

When taking photos, this is the only way to produce 48 MP images.

Must be set to RAW Max. Must be 1x. You cannot use the flash.
