Can I track my stolen iPhone 14 Pro Max without Find My app
my i phone is stolen, i tried to log in on my iCloud and use find my app, the i phone which is stolen doesn't show on the list of my devices, how can i find it?

Nope. Find My MUST be enabled before a phone goes missing. Since it is not associated with your account, the only way you can track it is with your eyes and that's not likely going to be fruitful.

Replace your iPhone.
This particular stolen iPhone is unlikely coming back.
Whether your passcode was compromised, or your Apple ID was compromised, your stolen iPhone is gone.
That the user seemingly also got into your Apple ID is a big problem, too.
What to do: If your iPhone or iPad is lost or stolen - Apple Support
More generally: Re-secure your quite-possibly compromised Apple ID, then review your security with Safety Check, and enable two-factor authentication and whatever mix of trusted telephone numbers or establishing recovery contacts or maybe security keys.
Then on your replacement iPhone select a longer and more robust passcode, and enable Face ID or Touch ID, enable Stolen Device Protection, and continue on with the rest of your life.

You can't. It's gone. You will never see it again.
Make sure you enable find my on your next phone. It may not allow you to recover it if it's stolen, but at least it will be useless to the thief, unlike this one.
If it is not in your Find My devices, it is not associated with that Apple ID. There is no way to locate it.
