How to track a stolen iPhone whose "Find my Phone" is off?

Is there any way now that I can track my phone? The thief has disabled the Find My app on my phone.

What should I do now?

Will the surveillance police be able to track it with IMEI number?

Not the police, but your carrier can see if it has made contact with a phone tower and not necessarily the phone tower closest to the phone. Neither does this provide an address. Whether your local police regard it as a wise use of resources to issue a lawful request to get this inconsequential information is their call.

Can the phone be tracked even when it is switched off?

No, not if as you report that it has been signed out of your Find My account.

Can the phone IMEI number be changed using any tool?

It's feasible, but requires special equipment.

Is there any way I can log in again on the same phone without using phone? [Another phone?]

No.
