It depends on what it's doing. If it's just sitting idle with nothing obvious going on, then no, they shouldn't be running constantly. Are you running an application of some sort, perhaps in the background? If you're not aware of anything, open Activity Monitor (in the Applications/Utilities folder) and see if anything is taking up a lot of CPU or GPU time. If something is, that's probably what's causing the fans to run and may point you to a resolution.

Sorry, missed that. I have a different version of Activity Monitor so I'm more used to its display. If I'm reading the display correctly, something seems to be hitting the storage pretty hard for an idle system. Can you get details on the individual apps and processes and see if that's indeed the case and if so what that app or process is?
Yes the fan(s) should run at the default speed of 1500 rpm when the iMac is on.
What is the name of that monitoring/fan utility in your screenshot...?
I suspect that your problem is from that monitoring/fan utility or not fully understanding of how it works.
contactsd seems to be using a lot of CPU. Do you have a lot of contacts stored in iCloud, or are you syncing to a Google account?
I believe that den.then is correct that the fans will run constantly on the iMac. That has how it has been on all previous iMacs, but I did not have a M3 model to verify specifically for that version. The fan speed you are seeing is only moderate and what would be expected on a 8% CPU load or more accurately the 10% load reported by Activity Monitor. It does appear there is syncing activity currently going on from your Contacts and Address Book.
it is state 2.0.4 but I downloaded it after I thought the fan should work all the time or not.... there is no heat I can feel and I can not hear the fan and the Imac works perfect otherwise I really love it
