Power bank this accessory uses too much power

When trying to charge my iPhone 15 Pro Max with a power bank, I receive an error message that says this accessory uses too much power

Using Power Bank for iPhone 15 series By using the power bank for 15 series,we can see that when the power banks capacity is less when compared to iPhone battery capacity,the iPhone is acting like a power bank to the power bank.The iPhone is charging the power bank. The power bank must have a very low charge, and is taking power from the phone, rather than charging it. Or it is defective. What is the quality of the power bank; is it a name brand like Mophie, Griffin, Anker, or similar, or some cheap no-name?

tried an anker and a no name. Same on both. Also tried a USB to USBC cable as well as a USBC to USBC

It seems as if it thinks the power bank is something I’m trying to charge with my iPhone instead of the other way around
