Why is it that I can’t download any apps off of the App Store without a payment method?? Every time I put my card on it just charges me for random stuff. I’ve looked through everything in settings, I have no active subscriptions or payment plans. I’ve been through every article and I can’t find any fix. Please help!!!

It is not charging you for random stuff. It is charging you for purchases that were previously made, but were not able to be processed. If you had signed up for a subscription previously, you have to cancel the subscription to avoid charges. Some people think that if there is no money to take out for the subscription then it will just go away. That is not true.
You will not be able to download any apps and possibly not be able to update your current apps until you have paid off your balance and have a valid payment method to prevent this from happening again. View your purchase history here. Follow the steps to view older purchases by using the App Store:

For starters, Apple requires that you have a payment method on file to download apps. It may also be that you have an unpaid bill that Apple wants you to pay, and is requiring you to add a payment method.
