As far as I know, no it isn't possible but there are "Shortcuts" you can use that tell you when charging reaches a percentage that you've set as your desired battery level of say, 80%, it then sends you a Notification when it's reached that level.
I've attached two screenshots - the Shortcuts App and the other is the one that gives me the Notification that my battery has reached 80%.

Troubleshooting Battery Level:
A. The Battery Not Charing to 100%:
The Battery level (the percentage left) can only increase or decrease on its own. Unfortunately, however, there is no way of knowing why the Battery Level (the percentage left) increased or decreased. You cannot make this change as a user.
B. What's the Battery Health, for the Record?
Apple recommends you get a new Battery, when the Battery Health reaches 80% or less. So, when it is time for a new Battery, get it directly from Apple or from an AASP (Apple Authorized Service Provider), and none other, as a way to voice scams and such.
