In the past couple days I'm getting messages saying internet connection restored when it apparently was not lost. And error message saying cellular days is off when it's not.
Contact your carrier. This may not be an issue on Apple’s end, but rather your carrier.

Certain Cellular as on all this time? You may have lost service, if not in an urban area, and your iPhone may have powered off due to a dead battery. Who knows. All that happened is that you lost the connection, and it is not back. So, contact your Carrier, just to make sure there are no known issues at the moment with Cellular service. If Screen Time is set up, then you may have lost it that way too.
