When someone comes to my apartment they goes to the call box and puts in my phone# to call my cell phone but they just get voice mail and i cant mash the 9 to let them in i have to walk doen there with my gate key

Verify with the landlord and/or management that your phone number was entered correctly into their system. It is likely that the issue is with the intercom and not your phone.
