The (Apple) TV app should be pre-installed with iPadOS, although it can be deleted by a user, and then later re-installed.
Installing (big) apps may require a Wi-Fi connection instead of cellular, if you have a cellular edition iPad.
Installing apps, or certain apps, might be prohibited for managed devices, i.e. student tablets or employee tablets (education and enterprise).
If you purchased this device as a private citizen, directly from Apple or from an Apple Authorized Reseller, then it shouldn’t be a managed device, and installing apps should work.
Else contact Apple Support for their take on this, and their assistance. Contact Apple for support and service (phone numbers) or start your support request online (chat/email/callback).
