Toggle mobile data use on or off per app

I can’t use the toggles for enabling mobile data use per app anymore. The al appear to be grayed out.


this means I can’t send emails anymore, since I disabled mail using mobile data during travel once

A long shot, but check Screen Time, if it's active, to see if something's been set in the Content & Privacy Restrictions:


Use parental controls on your child's iPhone and iPad - Apple Support


I don't know if those settings would lock the app/mobile data settings, but it's worth checking. If that's not it, have you tried just restarting your iPhone?
