I noticed iphone camera for iphone 12 pro does not have the option to flip the the front to back camera while recording a video. Is that option available for iphone 12 pro max or iphone 13 versions?

Changing from front to rear camera while recording video is not a feature of the iPhone.
However check the App Store, there are some apps that will allow that.
