Scorching Onedrive from MacOS

Thank you in advance for your time and expertise!

• I wanted the Onedrive for use with Office365 and made the mistake of putting several folders there.
• I downloaded the zipped folder I want but Microsoft has a bug where the zipped folder is corrupt.
• I relunctantly installed the Onedrive App in hopes I could download all the files and move them to icloud drive.
• Onedrive App says all files are synced but bulk of the files have a cloud with an ! next to it; left click or right click the file is unresponsive.
• I told the Onedrive App that I wanted to change from online storage to device storage and to download all files NOW, but it is unresponsive several hours later, no downloading has begun.

I checked permissions in Security but nothing looks off. Any ideas on what is hindering the app for downloading?
