How to quickly resume editing shortcuts in folder after rebooting?

I need help with quickly resume editing shortcuts located in shortcut folder after like rebooting, reset network settings, force restart (to resolve editing hiccups happening to less than 30 lines of code) of iPad mini 6 which I expected sufficient hardware resources.

as-is, I am currently opening shortcut App which shows all shortcuts not in folder, swipe down to folder before I can resume to shortcuts work in progress. With numerous shortcuts, it takes effort to reach to folder.

Open recents? IMHO reduce reliance on human memory of not yet fully thought out shortcuts/folders constraint of static Assistive Touch Customise Top Menu?


Is there open recents (Microsoft Windows File Explorer)? It helps when mind becomes foggy like in following situations 

1. as building a WIP takes longer

2. when I haven’t finalise where to locate shortcut in folders

3. Accessibility Top Menu max out at 8 shortcuts/folders

4. how else to customise for different focus? (8 is insufficient for shortcuts because not everything is accessible to shortcuts).
