I purchased a song off itunes and it won't download even though it shows up under my purchases

I purchased a song off itunes and it won't download to my music library. It shows up under my purchases but when I click the cloud icon to download it just spins and then nothing happens. I have shut off my phone and restarted it many times and that has not worked either.
