Unauthorized charges from iTunes Store

Do you know what APPLE.COM/BILL-ITUNES.COM means? I keep seeing a charge of nearly 10 euros every week on my account, and I haven’t subscribed to anything. Help?

(My friend has this problem and I should mention that he has an Android phone, not an iPhone.)
