Did you something before this happened?
Like turn on Screen Time? Or enable specific restrictions within Screen Time?
Check Settings ➜ Screen Time ➜ Content and Privacy Restrictions ➜ iTunes & App Store Purchases ➜ Installing Apps and make sure it's set to "Allow". May take a moment to re-appear.
If it is set to Allow, check other home screens, folders and the App Library for it.
