Can a locked iphone in lost mode make calls?

I recently took my iphone 13 pro max to get the screen replaced to a local repair shop. they guy said it would be ready in an hour but took longer. after a few trips to the shop my frustation grew; (next day after dropping off the phone))i got into an argument with the repair man and during that period we argued my wife received a call from my number(phone was locked, in lost mode, dissasembled but ON), she heard the entire argument and flew to the repair shop. i was confused how she knew i was in truble but she said she received a call from my number.

the phone had a pin code (4 digits)

after a few hours i worried and decided to put it in lost mode with a friendly message(let me know when my phone is ready,thanks!) the repair man got very upset for this.

the next day i went to pick it up refused to reurn the phone argued and my wife recived the phone call. (he ended up keeping my phone)

this was an actual business

i need to know how was this possible since we now have a trail and court date and need proff for facts of how this happened
