I bought this iPhone 11 of a person on market place and they said it was only locked to the carrier but I’ve got a new SIM card and it still says locked or do I need to contact the company what do I do

Return the phone for a refund.
A carrier locked phone is going to be useless to you. The carrier will only unlock the phone for the customer who was using the phone.
They will not unlock the phone for you.
The person that you bought the phone from would have had the phone unlocked if they really owned the phone, so you can safely assume that you bought a stolen phone.
