The folder was not corrupted, it was simply moved to save space. And some files were not able to move due to permissions, so it got split in two.
This was for a music app that installs 50+GB onto your main drive, so the developers / user community have a workaround of moving the folder from /Library to external drive, then using an MAC FOLDER ALIAS folder within /Library to link to the data externally and save space on your main drive.
SOLUTION : I discovered that even though the top level folder had proper permissions set under 'Get Info' in finder, there was a subfolder that had different permissions - and these were the files that would not move. Once I changed the permissions on that folder specifically, I was good to go. I assumed that permissions in the top level folder would pass down to everything within it, but that's not the case. After that, I just used FreeFileSync app to merge the folders back together easily after that.

The usual method is to restore a Time Machine backup created prior to the corruption:

If it has been less than 24 hours (or so) since then, you can restore a "local snapshot" which takes only a moment or two.
It's not clear to me how you managed to move a folder out of /Library (literally removing it) because dragging a folder from /Library using the Finder will result in it creating a copy, leaving the original item(s) intact. Attempting to undo whatever happened in the manner you did will be problematic at best because everything in that folder should be managed by macOS.
In any event whatever caused the corruption may never be known. Restore the backup.

This also should work...
Do a Get info on your Home folder, unlock the lock in the Get Info panel. Make sure it says you have Read & Write privileges.
Using the tiny gear icon, use the drop down to "Apply to enclosed items...
