Turbotx 2025 requires OS Ventura and My MacBook Air (13-inch, 2017) says it is not compatible. Is Apple working on a solution for this?

No, if your Mac isn’t compatible with new macOS Apple won’t make any other compatible software for those Mac models, there isn’t any solution. Only these MacBook are compatible with Ventura

That Mac originally ran Sierra. It is eligible for five major version updates: High Sierra, Mojave, Catalina, Big Sur, and Monterey. There won't be any more. If there were going to be more, it would already be on the compatibility list for Ventura – and would have been there on the day that Ventura came out.
If you buy a newer Mac, I'd suggest getting one that will be compatible with Sequoia.
If you get one that can only update as far as Ventura, you'll be back in the same boat again late next year – when Sequoia's successor comes out, and causes Ventura to drop off the list of "the most recent three".
