Is there a way to turn off notifications for reactions in iMessage? It is bad enough that this passive aggressive feature was included, but I cannot control the etiquette of other people reacting to every single message I send them. I could hate this feature less if I didn’t have to get an update everytime someone sends one.

No, but if it bothers you that much then turn off alert for the whole text thread, yes that mean you won't get any notification when someone send a text.
