How do i turn off find my iPhone from a new phone when I can’t use the old phone to turn off that find my iPhone

Are you saying the old phone is not operable? It may not be possible to do what you ask if that is the case.
I assume that both iPhones are using the same Apple ID, correct?
On the new iPhone.....
Tap Settings
Tap [Your Name] near the top of the screen
Scroll down to find the list of devices using the same Apple ID
Tap on the device that you want to remove
Scroll down and tap on Remove from Account
