First, do you have cellular data turned on? VisualVoicemail requires cellular data, and can’t use Wi-Fi. And if you use VPN delete the VPN profile in Settings/General/VPN & Device Management/VPN. Don't just turn it off; delete the profile.
If it is on and working and you don’t use VPN you need to contact your carrier, as voicemail is a carrier function.
