My I phone went through a cold water wash cycle in the washing machine. What can I do to restart and charge it.

According to Apple, if your iPhone has been exposed to liquid, unplug all cables and do not charge your device until it’s completely dry. Allow at least 5 hours before charging or connecting a cable. Face your iPhone and charging port down so that it can dry.

If after that your iPhone wont turn on, I recommend you take your iPhone to your nearest Apple Store to have it taken a look at, theres a good chance your looking at a new iPhone. Putting your iPhone in the washing machine is not recommended.

I would let it dry for a couple days in a dry environment. But be prepared to buy a new phone. Water and electronics are NOT good friends and if the phone is water damaged, it cannot be repaired. Apple won't even try to repair a water damaged phone. Hopefully, you've been regularly backing up the phone so you can restore your most recent backup to your new phone.
