Missing Voice Memos after replacing Apple Watch

I recently had to replace my Apple Watch Series 9 due to water damage, and replace it with the series 10. Little did I know I believe all of my voice memos were on that watch, so since the watch is damaged, why have all of my voice memos disappeared when everything is stored on the iCloud? I’ve already went on Settings and clicked on my name to look at any recently deleted folder, but clearly there is none because I never deleted my Voice Memos. What other way can I retrieve my Voice Memos that are on my damaged Apple Watch that should’ve been stored on the cloud? And from my research, if I reset my iTunes back up, that will delete current files.

Did you check your paired iPhone or another Apple device?

...

Voice memos you record on your Apple Watch automatically sync to your Mac, iPad, and any iOS devices where you’re signed in with the same Apple ID.
