It says the only way is to reset. But my child has pictures on their that didn’t back up and doesn’t want to erase. Is there no other way?
i expected as a parent who manges my child’s device and Apple ID (and has the password to the ID) who’s under 10 to be able to actually reset a passcode.

If those photos are not backed up in some way, either by making a backup to your computer or iCloud or by having them synced to iCloud or some other off-site service, then no, sorry, they're gone.
To reset the passcode:
If you forgot your iPad passcode, use your Mac or PC to reset it - Apple Support
As to your child being able to reset the passcode, I can only assume that you didn't get that locked down. Take a look here to make sure you're covering everything:
