My child forgot her password to unlock her iPad. I have access to her account on my phone because of family sharing but I don’t see anywhere to change the Lock Screen passcode.

To my knowledge, the only procedure when someone has forgotten the passcode is this:
If you forgot your iPad passcode, use your Mac or PC to reset it - Apple Support
I don't think there's any way to reset it from another device.
