It would not be Apple Pay that you would use. Sending money to a person would be done using Apple Cash and the Messages app. Apple does not recommend sending Apple Cash to a person you do not know as this is a private transactions between 2 parties and there are no protections like you would expect when using a Credit Card at a retail location. You would not be able to get your money back if the person failed to give you the tickets.
