Apple rejecting GCASH as payment method.

My Country is set to Philippines, but whenever I try to link Gcash as my payment method I get errors like:

Error #1 (rarely appear)

"Your account is temporary unavailable. Try again later"

Error #2 (often appear)

"The iTunes Store is unable to process purchases at this time. Please try again later"

I've been trying to link it for almost 10 hours but no luck. why is this happening? how to fix this? what seems to be the problem? it wasn't like this before.

Some methods I did to fix but no luck

• Signout Apple ID account
• Restart iPhone
• Updated my iOS Software to latest version
• Removed and Reinstall GCash application

No luck after all what I did..It's so frustrating at this point, I can't buy any app , music or even in-app purchases.
