Deleting gap clip (Final Cut Pro for ipad)
Can’t delete a gap clip without deleting a number of (apparently connected) clips. Timeline position is “off.” Very frustrating!

I don't use FCP on iPad, but you seem to have said it: "connected". Connected clips are supposed to deleted if whatever they are connected to is deleted. That is the correct behavior on Mac, and I can't imagine it being any different on iPad. I mean you can have them dangling with being connected to anything.
Perhaps you can post a screenshot of your timeline, so we can better understand the situation.
On the mac, one can "overwrite to primary storyline", "pushing" the connected clips down to the primary, so in a situation like this:
the clips A and B can easily be pushed down and replace the gap clip below.
I don't know if a similar command exists on the iPad.
Make sure the Position button is toggled on - when it is if you delete a clip in the timeline, it will automatically be replaced by a gap clip of the same duration and the rest of the timeline will be undisturbed:

Thank you. There’s no equivalent overwrite command, as far as I know. I would love to take the clips above and use them to push the gap clip out, but that doesn’t appear to be possible on the ipad version.

As Tom Wolsky suggested, just trim then end of the gap clip to the end of last clip above it:
