My old notes that i locked on my phone are “unsupported” on my ipad and i can’t access it on my phone because all my notes have been deleted

I went on my notes app one day and all my notes were gone so i thought something was wrong with my phone so i powered it off and that didn’t work so i started making new notes but than i had got an ipad from my sister and when i logged into my icloud my stuff was there but i couldn’t access my locked notes.My ipad has been updated and it says there is not anymore IOS updates so now i don’t know what to do.
