More often that not, the UpGrade iOS 18 will appear around 10:00 AM Pacific Daylight Time (PDT)
That is the time at Apple's Head Office located in California USA
Apple did not promise a particular time of day.
Right now, it is 1:17 am in Cupertino, CA (Apple's worldwide headquarters) – and it looks like you may have posted when it was barely 33 minutes past midnight.

Which country are you in? The date was for the USA.
11 and one half hours difference between India and California USA but still the same day, for now
