Error 4013

I was told that something must be wrong with the motherboard because my iphone 11 won’t allow the restore to happen and that fixing it will cost me as much as it would to buy a new phone mind you this phone is 2 weeks old but this is all because a software update happened automatically how can this issue be resolved?
