I have an iPad Pro that I inherited from my Dad. I want to use my Apple ID on it, but I can’t sign out of his. On the Apple ID page, it says “Sign Out is not available due to restrictions.” What does that mean? How do I turn those restrictions off?

It means that someone set up Screen Time restrictions preventing you from signing out.
You need to turn off those restrictions in Settings ➜ Screen Time ➜ Content and Privacy Restrictions ➜ Allow Changes To ➜ Accounts
