If you have the original receipt from an authorized retailer, contact Apple Support to have the activation lock removed from the device.

If you do not have the original receipt, toss it in the recycle bin and buy a new one. That one is toast.

The steps to remove the Activation Lock with the original purchase receipt from Apple or Authorized Apple seller are here. A third party receipt will not be accepted.

All we can do is tell people not to do that. Just like you don't purchase Gift Cards and send someone the codes no matter what they promise you, but people continue to do that too. The internet is a wild place full of scammers and not for someone that is susceptible to being scammed.

There's probably little or nothing you can do if you have confirmed that they actually did get your personal information and made charges to your account. But you should immediately change passwords to all of your financial and store accounts and your Apple ID, and report any unauthorized purchases to whatever credit card or account they were charged to. Then report the crime to your local police and attorney general (or equivalent in your home), though there's almost certainly nothing they can do since the criminals are quite likely not even in your country.

Rather late now, but this would still be worth reading:
