While none of use here can speak for Apple, it's probably to keep an unscrupulous person from buying up a bunch, intending to sell them at higher prices to people too impatient to wait, while depriving we normal buyers from getting a phone as quickly as otherwise would be the case (see the many complaints about ticket scalpers buying up all the available tickets for a concert then reselling them at many times the original price).

This is a user to user forum, you are not speaking to Apple here.
Because there are only so many to go around right now, it wouldn't be fair for you to get four and others get none. Once demand dies down, they will probably change the amount
Call them or visit an Apple Store and ask.
Well, perhaps they can allow for a family size purchase of X number of phones... It takes two to tango, so perhaps they can expand the number beyond two to tango :)
Similar issue here, but I was only able to order one for an inshore pickup... pretty annoyed.
