Is it possible buy 2 iPhones w/ the Upgrade Program for two people with unique Apple IDs via the same account? Or do people need to buy them separately through their own accounts?

To close this out - I called Apple - it's not possible to have two concurrent upgrade programs under the same account. Each person needs to use their own account.

You can buy both devices. The phones are set up after purchase.
Edit: To clarify, my question is - can you have two upgrade program loans for two phones for different individuals via one account? I am a bit confused because of the preapproval requirements for the upgrade program loan.
