This update to Sequoia 15.0 done from the internet.
On reboot there was notice of New iCloud Terms and Conditions to be accepted.
No internet access available, iCloud acceptance document not available.
Please advise recovery options.

This error was an ESET error.
The ESET product at fault was uninstalled, a suitable ESET replacement product installed & problem sorted. 👍

and after shutting down and restarting a couple of times and clicking on the "View" button in the Notification banner, it has decided to work.
I'm stuck and can't go any further because on the Sequoia 15.0 update it wants me to update Terms and Conditions but when I click on the button it doesn't go anywhere. Who can I contact to solve this problem? I need to get on the iCloud/internet.
MacBook Air 13" same issue, cannot access "New Cloud Terms and Conditions". Button does not do anything. I now have a lovely heavy paperweight about the size to hold down 8.5x11 regular paper. Good thing I have more than 1 device
